tracking 3.8 progress

Hi,

I've gone through last night, and marked as all the bugs that are part
of the current 3.8 features as 3.8 blockers. I've also thrown in some
leftovers from last cycles features that I think are important. And,
as features go, I've written one for for privacy panel last weekend -
the panel has landed meanwhile.
