1. Yes, I did the following: with F10 and arrow right I went to the Extra or Tool menu, I don't use English so I don't know exactly what the menu is called,
and then to the submenu Options.
Down arrow to the LibreOffice Writer menu and with the right arrow open this menu.
Down arrow to the General menu and tab to the option to set the value to inch with the down arrow key. Tab to the OK button and press enter.
 
2. Yes, 200 precent means double space. Orca will only say the line height when it differs from single space.

1.  Can Libreoffice be turned where you can use inches instead of millimeters?

2.  When the Inserf+F command is press and Orca says Line Height 200 percent does this mean double spaced?--
