I would think you got the right file but the thing I always tell
people to do is while in the shell, run spd-say and pass a string you
want spoken.  Be absolutely sure that this quick test of spd-say works
and you hear that test string spoken.  Because if this test doesn't
work, then certainly, Orca won't work eather.  Not to say that just
because spd-say works, that orca might still not work but at least you
can begin eliminating problems.  It's a good bet however, that if
spd-say speaks a string of text that Orca has a good chance at seeing
speech-dispatcher as an available speechsystem and that you can choose
the appropriate module.

You might also look at the logs for speech dispatcher.  Let's see, you
are on Ubuntu, right? if so, try looking in your home directory under
.speakup/log and there should be several log files in there; there is
speech-dispatcher.log and a log file for each synth module in use.
You may find some useful information in there if you aren't getting
speech.
