before commenting out the lines, NetworkManager would never connect to
the wireless router. In addition, I can not connect to a WEP connection

comment out the lines, then connect. Is there something I'm missing?
Is there an additional file to make modifications to?

Ubuntu modified Network Manager so that it will not manage any devices
listed in /etc/network/interfaces. So if you have anything there for
that interface it will act as if it is not present.

Regarding your WEP issue is the key a hex key?
