Heh, I suppose nobody is working enough on the text and it's critical to have it _as soon as possible_ since it will take around two weeks to translate it and release is March. So there is no need to wait for the leader, you can just write the text and send it here :) Look into previous notes for example: http://www.gnome.org/start/2.16/notes/en/ and the list on features appearing: http://live.gnome.org/TwoPointSeventeen/ReleaseNotes and just start writing.
