I'd suggest a somewhat more specific name, such as libxml++-devel, and
then create a new list libxml++-changes where cvs sends commit 
notifications (and changelogs) to.

Finally, if people are not interested into devel discussions, but just
want to be updated on releases, another list such as libxml++-user or
libxml++-announce would make sense, too.
