undefined reference to `pangoft2_viewer' when cross compiling to arm-linux

I'm attempting to cross compile Pango 1.16.2 for arm-linux and keep
getting the same problem:

undefined reference to `pangoft2_viewer'

Googling only seems to reveal that I need the freetype development files
installed, which I do (2.1.9), which is newer than the minimum required
for this version of pango (2.1.7, if the debian build-depends are to be
believed).  I can't seem to find any more details on where
pangoft2_viewer is defined so that I can track down why my cross
compiler can't find it.

Any clues?
