Requested details

1. The list name: https://mail.gnome.org/archives/performance-list/
2. The rationale on why the mailing list should be archived (i.e project unmaintained): Combination of no usage since 2016 and the effort of moving things to Discourse. Plus, the 2016 email was ignored.
3. Whether the list should be aliased to a specific other mailing list address: N/A
4. Note: I don't think there is a need to figure out who owns performance-list as the usage is so low

Additional information

Please remember we only remove the list information, subscriptions and NOT the archives themselves which are kept around for historical reasons.
