At work we use Gerrit for both code/review and repository management (ACL /
repo creation)

some metrics:

> 20k review 
> 120 repos
~ 100 users

resource usage is pretty low (apart for disk space) and the level of
maintenance is almost 0. 

FWIW big project like Android / Wikimedia / Openstack use Gerrit.
