I believe that the solution to this would be to:
 1. Use the language information wherever possible
 2. Provide a mechanism to switch the language manually

This is the solution we have implemented in the development version of
LSR, at least for IBM TTS engine as a proof of concept. The language
switches automatically based on the locale specified for an
application. If the language is specified for a string of text, the
speech engine switches automatically also. Lacking this information,
the user can switch the language manually in the LSR settings dialog.

Since manually changing the language using the settings dialog is
tedious, we've created a language switcher script that the user can
choose to load for one or more applications. When this script is
loaded, the user may select up to three alternative languages based on
those supported by the current engine in the settings dialog. Then,
while working in the application, the user may press a hotkey to
quickly cycle through his or her choices.
