Complete closed toolboxes usually appear in the "Windows -> Recently Close Docks" menu. Clicking an entry there restores a closed window. I'm not sure if that works for you if you re-installed GIMP after closing the window. If it's not there, you can show the various components that make up the original "Layers" toolbox by clicking "Windows -> Dockable dialogs -> Layers", "Channels", etc. However you have to drag them all back together into tabs yourself.
