I have successfully installed Gimp on Mac mini and Macbook Pro running Yosemite ( haven't
upgraded for various reasons). In Preferences there is a panel called Security and Privacy.
I am assuming it is virtually the same on your system. It has a section titled
"Allow apps downloaded from" with several options represented by radio buttons.
I have mine set to "Mac app store and identified developers"

Since the Gimp developers don't fall into this category, the system will not allow it to install.
HOWEVER. When the dialog telling me that it is from unidentified developers comes up
during the install process, it has an option for making an exception for the current app.

I used this to let the system continue installing it. It also requires an admin user and password.
Perhaps you missed this step, or it may not be available to you. If it isn't then someone else
will have to offer advice/info.

As a conjecture, based on Apple's current business model, opened source apps may be being
pushed out the way in favor of proprietary and favored programs and authors, with the cover
story being security concerns.
