I don't know exactly what's possible with Python extensions and what
isn't, but in any case you should check out
http://live.gnome.org/Epiphany/FeatureDesign/PrivateBrowsing and
http://live.gnome.org/Epiphany/FeatureDesign/SecurityAndPrivacy.

Also, check to what extent Epiphany launched with the -p parameter
doesn't already do what you want.
