Oh I should have given a bit more of background of what is going on ...
The dialog is not supposed to be the primary way to access items, just a
place where you can select from the full list, accesible from an
"Others" menu item.
The encodings you use more often will be showed directly in the encoding
submenu (no tree, list), with all similar encodings.
