There are no preferences to control the appearance of the archive manager UI. The date format is "%d %B %Y, %H:%M" (day of month, month name, 4-digit year, 24-hour hour, minutes) and can be found in the archive manager source code. The time format is translatable, so you may be able to get the behaviour that you want by changing your locale, although this will also change the display language.

If you want such a feature to be added, it is probably best to file a bug report against file-roller (the package which provides the archive manager):
