Dia can export diagrams in SVG format, which is XML based. Some web
browsers, such as FireFox, Opera and Safari, have built in SVG
support, others require a plug-in. However, I do not know if any web
browser or SVG plug-in will treat the SVG as anything more than an
image.

However, an SVG drawing can include links and some other features of HTML.
