but to sum up, you need to install it (see `requirements-dev.txt`) and call it to install `pre-commit` hooks. 
It runs [`black`](https://black.readthedocs.io) (a style formatter) and 
[`isort`](https://pycqa.github.io/isort) (to sort imports).
