Thanks for the response.
Tet is on February 14th this year, many companies will start to observe it around Feb. 11th. RMIT Vietnam mentioned their facilities are free from Feb. 1-10 when their students are away for holidays. Still, since it falls before Tet, everything becomes a bit chaotic. Prices normally increase during this time but I read today that Vietnam Airlines and many hotels may lower their rates due to the decrease in tourists visiting Vietnam this year.
It's an option but I personally think holding the event between March and May would be a better option in regards to logistics. November is still viable but not really a good month to organize anything. You are just going to need a full 2-3 months to get things organized after you established the venue. Professional Event organizers can help out with the process. Barcamp Saigon used one.
In regards to translations of presentations, it will need to be done way in advance of the conference. My last conference I attended was delayed nearly a month since we needed our presentations translated into Vietnamese and that was just for 3 speakers. This also depends on the mood of the government authorities, Barcamp Saigon and the Google DevFest did not have to provide these documents but that is not the norm. Good luck finding translators for free. Maybe some students will do it but mine will ask for money (^-^)
For visas, you will probably need a C2 visa, not C1 which is a tourist visa. When I taught Sociology at a university, I was forced to get a C2 instead of a B-1 that I have now. I will speak to my lawyer to confirm. You will have to remind speakers and participants that they are now not allowed to look for work with a C2 tourist visa. This rule was recently enforced.
These are just a few issues but there are more. Vietnam would be a great country to hold this event and I know you will enjoy it hear. The Vietnamese people are great. The FOSS community is great, young but growing. Thirty of my students decided to use Qcad install of AutoCad for their project. I hope I can get a couple to present at the conference as well. Personally, I would like to get more Vietnamese involved in this conference. I think if SFD is a success, we can convince them to take a more active role.

Is it different in Vietnam? This is a one week holiday and I am surprised people would rather attend a dev conference instead of seeing their families.

Lastly, do not forget about the legal issues. All presenters will need approval by the Vietnamese government. Google and e27 Singapore followed all the regulations to hold their event. You guys need to do the same thing.

RMIT Vietnam confirmed that they did not have the space to hold this
conference in November. They recommend the week for Tet, the Vietnamese New 
Year, since many of the students will no longer be in class.
Tony is talking with the Quang Trung Software City. I have no contacted the 
two universities until QTSC gives a response.
I am still trying to get into contact with the University of Technology which held the Google DevFest last year. They are working on another event 
with e27 from Singapore now for October.

We are doing the best we can here.

BTW, I need to hear the opinion from Vietnam local team, especially on the 
exhibition and hands-on lab. Do you have such areas in the venue?
