Hi, all.

I'm writing something to escape values garnered from a database, and I
need entities for ' and ".

According to the standards I've been able to find, the appropriate
entities are ‘ and ".

Unfortunately, " works but ‘ comes up as undefined. Is that a
bug in the parser libs (missing entity declarations?) or do I have to
include something to get the standard entities?
