[xml] Release of libxml2-2.4.22

  Nearly one month since the last release, available at:
     ftp://xmlsoft.org/ and Gnome FTP mirrors
     http://xmlsoft.org/

This release includes:

- a number of bug fixes: configure scripts, base handling, parser,
  memory usage, HTML parser, XPath, documentation (Christian Cornelssen),
  indentation, URI parsing
- Optimizations for XMLSec, fixing and making public some of the network
  protocol handlers (Aleksey)
- performance patch from Gary Pennington
- Charles Bozeman provided date and time support for XML Schemas datatypes

  otherwise Schemas support didn't improve as much as I would have hoped,
sorry about that,
