I am limited as to what I can test (I can only build static libraries) but I ran
the xmltest.pl in the bugzilla description and got:

I am a child
Notice it died with zlib instead of libxml2 (I don't have a dll of libxml2). My
uneducated guess is this may be a problem with forking with perl that wraps a
dll.
