[Vala] New Graphviz code (libgvc)

Hello.

I have noticed that vala version 0.38 has added code that depends on
the Graphviz software package (libgvc dependency).

Because Graphviz is not licensed as GNU GPL, would it be possible to
make such support optional by a new option for the configure script ?

Preliminar testing indicates that the above is technically feasible
(making such code conditional on the definition of WITH_CGRAPH,
changing configure.ac and libvaladoc/Makefile.am and a few other
changes).

However an official, tested and stable patch would be needed for
production...
