The only problem is repo's vala version is very old:

$ apt-cache policy valac
valac:
  Installed: (none)
  Candidate: 0.1.2-2
  Version table:
     0.1.2-2 0
        500 http://ru.archive.ubuntu.com gutsy/universe Packages

coulamac, you should download tar.gz file from the vala site, and then
install it.
