vala comes with its own private copy of libgee, so copying the
gee-1.0.vapi file is actually sufficient. The Fedora packages have
been rebuilt with this change:
http://koji.fedoraproject.org/packages/vala/0.1.5/
(they will be available in the updates repository in a few days' time)
