[Usability] panel moving

have some problems with a shared computer,

it is way too easy to drag a panel to another location,

(ubuntu edgy)

just a tiny (accidental) click-and-drag is enough to send the panel to
another edge

when that gesture sends a panel to a smaller screen dimension (like from
the top to the side) then you have to delete applets until there is some
empty panel area that you can right-click or click and drag it away...

so i think either the gesture to move a panel needs to be like a drag to
the full extremities of the screen, or add a panel property that locks
the panel to the screen itself.
