"Human Computer Interaction" is a book whose target audience is computer
scientists, however, as the preface explains.  As with all HCI
designers, Alan and Janet are merely using terminology appropriate to
their users :)

Here, incidentally, is what all the current UI Design Guides for the
major toolkits use:

MS Windows: Controls
Java: Controls
Macintosh: Controls
SGI/Indigo Magic: Controls
GNOME: Controls :)

CUA doesn't really seem to define a generic term, which perhaps isn't
overly surprising as it was originally written for terminal-based
interfaces.
