[Tracker] Future 0.8.x Releases

Hi all,

This week, I haven't released a 0.8 release, mostly because there aren't
enough changes to warrant it. From now on, we will be doing bi-weekly
releases of the stable branch (unless there is a reason to release
sooner).

For this reason, there is no release today for the stable branch.

In addition to this, to allow Michael and others time to test 0.8 before
it is released, I will be cherry picking to the tracker-0.8 branch by
the Wednesday before Thursday's release. Michael, if you prefer more
time, please say so and I will try to accommodate.
