It's not with a maximized window, just one that's right up against the top of the workspace, not sure it's the same thing...

I grabbed most of the Blackbox-like themes and found a few that don't have the wheeling problem. Icarus has the 1px black border as part of the titlebar/handle images and it has the button layout I wanted, so I just modified that for color scheme and button appearance.
