gnome-panel freeze break request

Hi,

Vincent asked me to request that part of a  patch in
http://bugzilla.gnome.org/show_bug.cgi?id=300883 be allowed to slip in
after freeze.

It's a simple bug fix that allows drawers to pop up on the right
monitor in xinerama setups.

The patch is a one line change to call

+	panel_toplevel_set_monitor (toplevel,
+				    panel_toplevel_get_monitor (attach_toplevel));
+

It's fairly low impact, so it doesn't need to make the freeze, but the
bug is 2.5 years old at this point, so it would be nice to get it in
sooner rather than later.
