ostree rpm should create /etc/ostree/remotes.d/

Hi,

If I run an 'ostree remote add' command on a system then I get an error (see
below). I think the rpm should probably create this directory? I created a pull
request[1] with a possible fix if that is the desired solution.

-bash-4.2# ostree remote add --set=gpg-verify=false dustyserver http://192.168.122.124:8000/
error: Error opening file '/etc/ostree/remotes.d/dustyserver.conf': No such file or directory
