For the event you include below, Orca doesn't speak *anything*. That's
because the event is for the addition of a new object. It's not the
focused object, you didn't arrow to it, and the document is still being
loaded. Just because an event comes in, doesn't mean Orca will speak
something in response.

When I arrow to a heading, Orca speaks the heading role and level for
me. If you find it fails to do so during navigation, that I would like
to know more about.
