Mint ist almost like normal ubuntu so you can use even the orca ppa of accessible coconut. I have the rh-voice and the orca ppa in the mint sources list via old add--apt-repository command
I do not use orca from source.

The error message should tell you what package you need to install - or at least give you enough information to look it up.

I don't know anything about Linux Mint, except that (if I remember correctly), it's based on Ubuntu.
