for me it works with Electron 7.1.
If you know where the Electron app rezides, just run
electron --force-renderer-accessibility path_to_the_app

Yes and no, depends on electron version an app is using. try and see. possibly update the app, or even if it's opensource, patch it to use a different electron version and hope it doesn't break.
