As I understand it yasr was made back in the day of  hardware synth prevailance, or at least they were still 
in common use.
Some of the synth options are soft synths and others hard ones, but this would directly connect to them. 
If you have emacspeech server running I think you should be able to connect to it and it can at least use 
espeak and voxiin, maybe other synths.
Other than that, if it is possible to run the others still, i.e. I tried to run decktalk a few years ago and 
it would not work for  me, then again, you 
could use them directly, but I do not think you can change the synth  speech-dispatcher uses.
The rate is the speech dispatcher rate, not an espeak module rate. 
Festival and perhaps flite should also be usable with out speechdispatcher, but youd want to comment out the 
speech dispatcher as sysnth line, (you can 
leave the settings for all the synths uncommented), and put in a line with port and what ever for the speech 
server/synth you are using; well I think 
this is what is happening and available. 
So far I don't like yasr that much, but I do remember one or two people I respect saying it was better than 
speakup with some application(s), wish I 
could remember which ones so I could test.

What do you mean by "voices"? Yasr doesn't affect speech-dispatcher's
default configuration, but the one, used with yasr itself.
When I select "bg" in yasr options-> syntesizer options -> Language,
espeak starts using the Bulgarian voice. Those are hard coded - that's
why you don't see other languages.
Trying to change the Module option in the same "dialog" (this should be
speech-dispatcher's) does nothing, but I don't really have other
synthesizers than ESpeak, i.e. I'm not sure if it doesn't work or it
just falls back to ESpeak.
If I try to change the Sinthesizer option in the main options dialog,
yasr becomes silent. Those should be the build-in modules, so again - I
don't have other synthesizers, but been silent at least indicates, that
this actually does something, though it might be not the right thing, grin.
When you're happy with the current configuration, don't forget to save
it with Control+Alt+s.

It will only allow you to change speech rate, pitch and volume. At least
I haven't found a way.

default synth for a given language, and if you do this I'd think yasr
would use

Make sure the synths are uncommented of course, but I reckon this is
done or you'd not be able to use the synths with orca or where ever
you are using
them now.
