I've never heard of anything like this happening, and do not see how it could as orca's settings are not 
integrated with any desktop on the level you 
speak of. 
Hopefully someone else can help. 
Now keyboard may respond differently as orca might be trying to read keys as if they were in a different 
layout, but I do not see how the layout it self 
could change.

Maybe I didnt make myself clear. The only thing I have changed is the language in the voice-tab in the orca 
preferences. After that my keyboard layout was changed for the rest of the session. 

However This first appeared when I tried out Ubuntu 15.04 MATE. After this occured I installed Antergos 
again but imported my home-directory. Ill reload without importing my home-directory and see if this still 
is a problem.

Keyboard layout and language and localization setting are separate things. 
You will need to set up keyboard layout switching and that includes both defining a language and maybe 
varaiant and setting up a key comboination to 
switch between layouts. 
This is easy in mate. In prefferences you can find the keyboard stuff. 
In gnome I've had trouble getting layout switching setup, and then sometimes it has not worked correctly, 
 so I made a little script that runs at 
startup, or can be run later if need be to defne layouts and how to switch between them.
With mate though, this is not needed.

Hi,

I don't know if this is a bug or not. When I change the language in orca
while I am in Firefox or Thunderbird and I change it back to German again my
keyboard layout is in US layout. I have a freshly installed Antergos with
the MATE Desktop which is at the moment running orca 3.16.2. Does anyone
have an Idea what could cause this? The settings in MATE suggest that it is
still using the German layout. After a reboot everything is fine again until
I try to read something in English.
If a debug is needed please include a description how to do it. Thanks.
