The problem with mate is that you can onluy see one panel at a time. 
The last panel added where there are applets configured is the one that'l been seen by orca.
I suggest removing the bottom panel, then moving the top panel to the bottom, (or one side if you prefer, but 
visually although it's nice to have things 
on the side perhaps I think some applets don't look so well the way they display on a side panel),
and then add anything you want to that bottom panel. 
I think the networking applet is found on the top panel, which again you can't see with orca if there's 
another panel configured on the system.

pressing alt+f1, it landed on the apps list, and then i hit left
