Installer is totally accessible, as was the installer on the last
version, Wheezy.

I am not sure about the version of Gnome, but at least the net installer
image will let you choose from; Gnome, LXDE, XFCE, Mate, Cinnamon and (I
think) Fluxbox.

I am not sure how accessible XFCE is, but I've found both LXDE and Mate
to be OK, with Mate being very nice and accessible indeed.

If installing from the net installer, press S followed by return to
start speech after the CD stops spinning or after a few seconds if
booting from USB.

My personal choice is currently the Mate desktop, as this just seems to
be more responsive and usable on a modest laptop.
