hmmm, isn't there an app to change the setting outside of gnome itself
-- at least there used to be a way to do such things.  What I did do was
to su - to gdm and run orca -t while there, would that do the trick?

If you don't see Orca then presumably it isn't being run. There's a GNOME
setting that can be changed to invoke Orca in the Gdm session. I don't know
what the easiest technique is for changing this under Gdm 3.12 though.
