Partially. You can install Ivona voices and activate single Ivona voice 
without sighted assistance. Follow instructions in README file. It is possible to write scripts for other 
voices (koba, acapella etc) 
but it requires sighted person, because original installers are 
completely inaccessible with Wine.

Do all wine apps run with virtual graphic or is there a way for 
sighted people to run wine apps on shared machine?

If you are on Ubuntu, please use preconfigured packages from 
ppa:ethanak/milena - all windows part runs in virtual display :20 and 
wine prefix $HOME/.winesapi. You can run for example x11vnc to give 
access for sighted people to WINE.

For SAPI tests you don't need speech-dispatcher module. Simply install 
sapi4linux, libsapilektor and libsapilektor-utils. It will give you full 
access to SAPI server via sapitest command.

Sorry, I'm very busy this week so I'm not able to do something more 
than simple answer to mail before monday :(
