There are keyboard operations to move the cursor to the header or footer (I
think they're ctrl-pgup and ctrl-pgdown respectively, but I don't use
LibreOffice so I'm not sure). They're documented in the list of keyboard
commands. I found out about them while doing some accessibility testing a
while ago.

Once you move the cursor to the header or footer you should be able to read it
easily. In the LibreOffice preferences there is an item that will show you all
of the keyboard bindings and let you modify them.
