I'd say, Go for it, if you want to stick with Ubuntu. If you're considering a move away, Fedora 18 and Opensuse 12.3 have the same shell as the coming Ubuntu 13.04 GNOME Edition. If you don't like the shell in any of these distros, you can toggle back to the fallback mode.

In the GNOME shell for 3.6, I find the top bar (includes networks, battery status and more), message tray (replacement for old notifications area) and overview area to be accessible. Am contemplating an upgrade to 3.8; will have a rescue disc on stand-by. lol.

App menus are as accessible as they would be under some other desktop. I tried using Unity 3-d for comparison, and the GNOME Shell's accessibility is a winner! I had lots of issues with Unity-2D on this box, so, got away from that in a hurry.
