[orca-list] Done: Nuke the forced terminal-based setup



Hey all.

I thought of yet another reason why this makes sense: In GNOME 3, when
you enable accessibility support, the desktop becomes accessible without
the need to log out. So.... What I have just committed to master is:

1. The removal of the forced terminal setup.
2. A check to see if accessibility support is enabled. If it's not, 
   enable it.

As a reminder, 'orca -t' is unaffected, unharmed, and happily continues
to exist. <smiles>

I have tested the changes with accessibility support enabled, with it
not enabled, in the graphic desktop, in the console. It all seems to
work as expected.

quirks as a result of this change.
