You can obtain the latest version from:
http://www.ubuntu.com/testing
The current version is Alpha6.
When it comes to upgrading from Hardy to Intrepid using apt-get I had no issues replacing hardy in the /etc/apt/sources.lisst file.
You need to, if you haven't done that do:
sudo apt-get update after you have modified this file.
Then do:
sudo apt-get dist-upgrade
