Yeah!  Welcome to the orca-list.  From 
http://l10n.gnome.org/module/orca, it is definitely apparent that a 
Tamil translation is needed.

For translation efforts, you need to work with the GNOME translation 
project (http://developer.gnome.org/projects/gtp/).  These are a great 
bunch of folks and can get you going.

For TTS, http://espeak.sourceforge.net/languages.html indicates that the 
Tamil language "sounds reasonable", so you might try it out.
