Willie,
Ok so this time I followed the instructions that you provided.
I installed gnome-common and intltool from the fedora development repository.
I checked out atk, gail and at-spi from svn and built them according to the directions.
I provided --libexec=/usr/lib as a parameter to autogen.sh for at-spi because that is where at-spi-registryd is located.
Everything compiled and installed properly.
I ran startx, waited until the disk stopped churning, and pressed f2 and entered orca <enter>.
Nothing appeared to happen.
I pressed ctrl+alt+del to exit gnome and looked at my startx log file.
Here is what I found:

Hi Don:
Did you follow the instructions at
http://live.gnome.org/Orca/DownloadInstall? It might be that your
build of at-spi didn't include the "--libexecdir" parameter.
