I like how JAWS does it, and maybe this could be implemented in firefox too. It says, "Block quote start," and "block quote end."

Hello all, we are attempting to come up with the best way to present
quoted text in thunderbird for both speech and braille.

Aparently thunderbird presents quoted text via a visual line down the
lefthand side of the text.
