it should work if the folder containes the right libs for your
architecture.
Under debian the lib is in /usr/lib.

This is not a compatibility library. It is the main stdc++ lib of gcc
2.95.
It is really bad that the developers of ttsynth 
haven't updated it. 
Yes afaik you need only this!!
