speech-dispatcher 0.6.7-rc1
Check whether Speech Dispatcher works
It does, with espeak.
spd-say test
makes espeak say test...
spd-say -o ibmtts "testing"
makes espeak say testing...
Check the Python Speech Dispatcher interface
I didn't get an error. I just saw another prompt. Success? Since I'm not to 
a point where I have to concern myself with say all, I will just leave it at 
that.
