Hi Mike:

I'm assuming you're referring to the list of checkboxes that's in the 
"User Priviledges" tab of the Account Properties dialog that you can 
bring up from the "User Settings" window that you get when you run 
"System->Administration->Users and Groups", which is the 'users-admin' 
application.

I dug into this and we have a bug:

Thanks for reporting this!  Feedback and reports from users definitely 
helps keep us improving Orca.
