Hello Mike,
as far as I know, there's no binary file for updating Orca. You've to 
compile it.
Regarding Tar-files, there's an Archive Manager in the Ubuntu package, 
which you can handle similar to the Winzip or Winrar programs.
You can also use command line options for Tar archives.
